Documents: National Guard Ordered To Consider Americans As ‘Enemy Forces’ And ‘Adversaries’

Internal briefings read like a strategy for going to war

Documents obtained by CNN reveal that the Missouri National Guard referred to Americans in Ferguson as ‘emeny forces’ and adversaries’ in briefings as they prepared to quell protests.

The internal briefing documents, secured under a Freedom of Information Act request, reveal that the National Guard, called in to Ferguson under already tense circumstances, used heavily militarized language to describe protesters, many of whom were merely lawfully executing their First Amendment rights.

The documents highlight that the guard was worried “adversaries” would use phone apps and police scanners to find out about and compromise operational security. Guard higher ups also expressed concern that protesters may use “militants tactics”.

“Counterintelligence operations are directed at supporting an information campaign. Their audience does not require the information to be accurate and is easily swayed,” one document reads.

Commanders were briefed to use intelligence capabilities to “deny adversaries the ability to identify Missouri National Guard vulnerabilities upon which threat forces may exploit, causing embarrassment, or harm.”

While referring to use of social media and public information by protesters, the documents state “Adversaries are most likely to possess human intelligence (HUMINT), open source intelligence (OSINT), signals intelligence (SIGINT), technical intelligence (TECHINT), and counterintelligence capabilities,”

In another document, those on the ground in Ferguson were divided into “Friendly Forces,” such as police and community leaders, with the rest being labeled”Enemy Forces.”

“General Protesters” were also described as ‘hate groups’ and lumped in with known members of the KKK, the RgB Black Rebels and the New Black Panther Party.

“Rioters likely have constructed home-made protection like goggles, gas masks, and plywood shields. Further, select individuals may have bullet proof vests and may carry firearms.” the documents warn.

The documents are seen as highly disturbing by critics, who have noted that they read like a strategy for going to war against the American people.

“It’s disturbing when you have what amounts to American soldiers viewing American citizens somehow as the enemy,” said Antonio French, an alderman in St. Louis.

Indeed, the documents show that even some within the National Guard hierarchy took exception to the terms.

Col. David Boyle, Army chief of staff at the Missouri National Guard sent an email two days after deployment expressing concern to superiors that the wording could be “construed as potentially inflammatory.”

Within the same week, further notification was passed to commanding officers instructing that “all reference of ‘enemy’ were changed to state ‘criminal elements’.”

Others within the National Guard, however, were defensive of the terms used to describe protesters.

National Guard Capt. John Quinn maintained that the language is standard, telling CNN the Ferguson mission briefings were “a generic military planning format utilized in a wide range of military missions, so the term ‘enemy forces’ would be better understood as ‘potential threats.'”

Quinn claims that the Guard would also use the same wording to describe other ‘potential threats’, including “inclement weather, heat, failing levees, etc.”

Quinn did not explain how inclement weather would employ “militants tactics” or be capable of “counterintelligence capabilities.”

INFOWARS REPORTER FEATURED IN NEW ISIS PROPAGANDA VIDEO

Footage shows dramatized clips of 9/11 attack, gruesome beheadings

Infowars reporter Joe Biggs, who traveled into Mexico this week to try and find an ISIS training base, is featured in a new ISIS propaganda video which also shows dramatized footage of the 9/11 attacks and gruesome images of beheadings.

It is not known who released the video, although a link to the clip was posted on a Twitter account belonging to an ISIS supporter.

The video clip begins by showing a giant fireball behind the Statue of Liberty with the words “we will burn America” overlayed.

The video then shows a person changing the channel on a television before numerous reporters are shown talking about ISIS, including Infowars’ own Joe Biggs and CNN’s Tom Foreman.

The clip also features a CBN report about an ISIS flag being shown on a cellphone in front of the White House, which was later posted online with the warning, “We are in your state/we are in your cities/we are in your streets.”

The video then shows a CNN report about Christopher Lee Cornell, who was arrested in January for allegedly plotting an ISIS-inspired attack on the U.S. Capitol.

The last half of the clip shows ‘Jihadi John’ with beheading victim James Foley before we see a compilation of video from the gruesome beheading of 22 Syrian soldiers which occurred in November last year.

Footage of the 9/11 attacks is also prominently featured, along with an image of the White House exploding and the Washington Monument being toppled. The 9/11 clips are interspersed with cinematic dramatizations of victims inside the twin towers as the planes hit the buildings.

Biggs’ appearance in the video is noteworthy given that the Infowars reporter visited Juarez, Mexico this week to investigate reports that ISIS had set up a training camp in the region.

The video appears to be different to another ISIS video which was released last week which also featured images of 9/11.

The Department of Homeland Security is set to purchase over 62 million rounds of ammo typically used in AR-15 semi-automatic rifles, just weeks after the ATF was forced to back down on a ban on M855 bullets.

A posting on FedBizOpps.gov this week reveals that the DHS is looking to contract with a company to provide 12.6 million rounds of .223 Remington ammunition per year for a period of five years – totaling 62.5 million bullets.

The solicitation explains that the purchase is intended, “to achieve price savings over the current .223 Rem duty ammunition.” The bullets will be used by U.S. Customs and Border Protection agents nationwide for “training” purposes.

The .223 Remington is one of the most common rifle cartridges in use in the United States and is used both in bolt action rifles and semi-automatic rifles such as the AR-15 and the Ruger Mini-14.

In 2013, following concerns about the DHS buying large quantities of several different types of ammunition, weapons manufacturers noted that the feds may have been attempting to control the ammunition market by forcing manufacturers to hold back stock from general sale.

“If they periodically do this in increments, they’re going to control how much ammo is available on the commercial market,” a weapons manufacturer told Michael Savage, adding that the contracts with bullet manufacturers stipulate that everything made goes to the government as the number one priority before it is allowed to enter the commercial market.

In March 2013, Californian Congressman Doug LaMalfa and 14 of his House peers wrote a letter to the Department of Homeland Security demanding to know why the federal agency was buying so many rounds of ammunition and whether the purchases were part of a deliberate attempt to restrict supply to the American people.

“The extraordinary level of ammunition purchases made by Homeland Security seems to have, in states such as my own, created an extreme shortage of ammunition to the point where many gun owners are unable to purchase any,” LaMalfa wrote in the letter.

The bulk purchase follows attempts by the Bureau of Alcohol, Tobacco and Firearms to ban M855 ammo, another popular round for AR-15’s used by hunters. The ATF justified the ban by claiming that the bullets were “armor piercing” and a threat to law enforcement officers.

After being on the receiving end of a huge backlash, the feds were forced to back down and ATF director B. Todd Jones subsequently tendered his resignation. Democratic Congressman Steve Israel called the ATF backdown “cowardly” and vowed to revive the ban.

The ATF’s threat to ban the ammo temporarily caused prices of the bullet to surge more than double in price.

Although federal agencies are increasingly hiding their purchases by limiting public information on fbo.gov, it can still be conservatively estimated from available data that the feds have purchased at least 2.11 billion rounds of ammunition since April 2012:

That’s enough ammo to kill around 30% of the world’s population.

Furthermore, U.S. soldiers were shooting around 5.5 million rounds of ammunition per month during the war in Iraq, or 66 million rounds annually. Using that figure, the feds have stockpiled enough ammo over the past two years to fight a 32-year war.

Barack Obama wrote about Frank Marshall Davis in his book Dreams of My Father. Communist Frank Marshall Davis was the subject of a 600 page FBI file. For years there have been rumors that Davis was Obama’s real father.

In a 1995 interview Obama admitted Frank Marshall Davis schooled him in “white racism.”

“And the conversation finally ends with me having a conversation with a close friend of my maternal grandfather, a close friend of gramps, a black man from Kansas named Frank. Actually at the time a fairly well known poet named Frank Marshall Davis who had moved to Hawaii and lived there. A video out of Gainesville, Florida shows a man being pulled over by camoflague-wearing cops driving an armored vehicle, a disturbing reminder that law enforcement in America is becoming increasingly militarized.

The driver was pulled over after he performed a rude hand gesture directed at the cops, but the issue is not about whether or not the man should have been harassed for flipping the bird, or whether he was also engaged in a “sexual act” as another officer claimed.

The issue is why are police officers performing routine traffic patrols in armored vehicles that wouldn’t look out of place in occupied Afghanistan?

“I’m really getting pulled over by a tank right now?” the man, a Navy veteran, states, to which the an Alachua County Sheriff’s Deputy responds “yes sir”.

The man refers to a U.S. Court of Appeals rulingwhich found that a “gesture of insult is not the basis for a reasonable suspicion of a traffic violation or impending criminal activity.”

However, the cop is not interested and instead demands to see the man’s license before making him step out of the vehicle.

The officer then starts to get angry and threatens to arrest the man for “resisting” because he is not obeying orders quickly enough.

Without citing a law, the cop claims that the driver performed an “improper hand signal”. The man responds by expressing his shock that a “safe community” would need tanks patrolling the streets, stating, “I didn’t know we were in Iraq”.

Another cop then objects to being filmed, claiming that the phone camera could be a firearm, before the man is eventually allowed to leave.

Concerns about the militarization of U.S. law enforcement have heightened since last year’s unrest in Ferguson, Missouri.

In December, we reported on comments made by a Spokane Sheriff’s Deputy defending the use of an MRAP armored vehicle by saying it was needed to deal with the threat posed by “constitutionalists”.

“I mean, we’ve got a lot of constitutionalists and a lot of people that stockpile weapons, lots of ammunition, they have weapons here locally,” the officer said.

During a New Hampshire city council meeting in 2013, former Marine Corps Colonel Peter Martino, who was stationed in Fallujah and trained Iraqi soldiers, asserted that the Department of Homeland Security was working with law enforcement to build a “domestic army,” because the federal government is afraid of its own citizens. Martino was responding to the city’s Police Chief, who justified the necessity for the acquisition of an armored ‘Bearcat’ vehicle by citing the “threat” posed by libertarians, sovereign citizen adherents, and Occupy activists in the region.

As we have exhaustively documented, the use of armored vehicles is just one sign of how law enforcement authorities are gearing up to deal with civil unrest in America.
